Potentiale von IKT beim Ausfall kritischer Infrastrukturen: Erwartungen, Informationsgewinnung und Mediennutzung der Zivilbevölkerung in Deutschland
In der Sicherheits- und Krisenforschung stehen bislang primĂ€r Fragen der VulnerabilitĂ€t, StĂ€rkung von Resilienz und Erhaltung bzw. Wiederherstellung kritischer Infrastrukturen (KRITIS) im Mittelpunkt; zunehmend wird auch die Bedeutung von Sozialen Medien und Krisen-Apps erkannt. Inwiefern ist die Zivilbevölkerung in Deutschland aber auf das Eintreten einer Krise tatsĂ€chlich vorbereitet? Welche Informations- und Kommunikationstechniken (IKT) werden im Alltag und bei einem potentiellen Infrastrukturausfall genutzt? Unser Beitrag stellt die Ergebnisse einer reprĂ€sentativen Umfrage mit 1024 Teilnehmern in Deutschland vor, die belegen, dass Gefahrenbewusstsein, Vorbereitung, effektives Krisenmanagement und Verbreitung von Krisen-Apps in Deutschland noch relativ gering sind, wĂ€hrend traditionelle Kommunikations- und InformationskanĂ€le sowie informelle Informationsnetzwerke bevorzugt werden. Die Ergebnisse stellen weiterhin die betrĂ€chtlichen UnterstĂŒtzungspotentiale von IKT in derartigen Krisensituationen heraus, die zur Erhöhung des Risikobewusstseins, der Erleichterung des Informationstransfers und der Verbesserung der Kommunikation zwischen Zivilbevölkerung, KRITIS-Betreibern und Behörden und Organisationen mit Sicherheitsaufgaben (BOS) entscheidend beitragen können

Der Schlussbericht enthĂ€lt 1) eine Kurzdarstellung zum Vorhaben KontiKat (Aufgabenstellung, Vorarbeiten, Planung und Ablauf mit einer Ăbersicht zu allen Gruppenmitgliedern und den Arbeitspaketen, dem wissenschaftlichen und technischen Stand, an den angeknĂŒpft wurde sowie die Kooperationen) sowie 2) eine eingehende Darstellung aller Forschungs- und Entwicklungsarbeiten sowie AktivitĂ€ten zur Ăffentlichkeitsarbeit: durchgefĂŒhrte empirische Studien (mehrere quantitative, reprĂ€sentative Erhebungen und qualitative Studien), unsere praxisbasierten und nutzerzentrierten vier technischen IT-Entwicklungen und Informationen zu Leistungen des Ausbildungs- und Weiterbildungskonzeptes der Gruppenmitglieder im Rahmen der Qualifizierung im Bereich der zivilen Sicherheitsforschung. Wir schlieĂen mit ErlĂ€uterungen zur Notwendigkeit und Angemessenheit der Arbeiten, einem Verwertungsplan, BezĂŒgen zu anderen Arbeiten und einer Liste aller 130 Publikationen unserer Nachwuchsforschergruppe. Der Bericht fasst die umfangreichen Arbeiten der Gruppe Kontikat zur Analyse gesellschaftlicher und betrieblicher VulnerabilitĂ€t und die in der Gruppe erarbeiteten MaĂnahmen, Studien und konkreten IT-Entwicklungen zur Förderung zivilgesellschaftlicher und betrieblicher KontinuitĂ€t mithilfe kooperativer Technologien in Krisen- bzw. Katastrophenlagen zusammen. Hiermit soll ein Beitrag zur StĂ€rkung der Resilienz und PrĂ€vention als Notvorsorge von Bevölkerung und kleinen und mittleren Unternehmen (KMU) in Deutschland geleistet werden.The final report contains 1) a brief description of the KontiKat project (terms of reference, preliminary work, planning and process with an overview of all group members and the work packages, the scientific and technical status to which the project was linked as well as the cooperation) and 2) a detailed description of all research and development work as well as public relations activities: empirical studies conducted (several quantitative, representative surveys and qualitative studies), our practice-based and user-centered four technical IT developments, and information on achievements of the group members' education and training concept as a qualification in the field of civil security research. We conclude with explanations of the necessity and appropriateness of the work, an exploitation plan, references to other works, and a list of all our 130 publications. The report summarizes the extensive work of the Kontikat group on the analysis of societal and business vulnerability and the measures, studies and IT solutions developed to promote civic and business continuity with the help of cooperative technologies in crisis or disaster situations. International Migration. 2013;51(2):104-126.This article discusses the behavioural and institutional mechanisms that guide the matchmaking process of arranged marriages amongst Muslim migrants in Germany and clarifies how this practice may influence ethnic homogamy. The focus is on general characteristics of arranged marriages rather than differences between diverse ethnic groups. The methodology is qualitative due to the sensitive and complex topic and the current state of research. Typically, the whole family is deeply involved in the process of arrangement, which consists of three stages (pre-engagement, engagement, marriage). Thereby, the extension of parental scope of action by means of institutionalized admission procedures turns out to be vitally important. In consideration of the fact that mate selection takes place at the pre-engagement stage, it is the most crucial. Furthermore, differences to other partner-choosing processes are at their most distinct at this point, being responsible for the identification and labelling of this model as an arranged marriage. Selection criteria are mainly determined by the reputation of the marriage candidate and her/his family along with cultural features (such as belonging to a particular religious group, ethnicity or nationality). In our study, preferences for a cultural homogenous match were the most dominant ones. This inclination may cause the tendency towards transnational marriages when there are no suitable marriage candidates to be found in Germany

Facebook and the mass media in Tunisia
Facebook played a considerable role during the political uprisings of the so called âArab Springâ in 2011. Together with Al-Jazeera, it was one of the few reliable sources of information for protesters at that time. In this paper, we explore the media landscape in Tunisia two years after the uprising. We conducted a qualitative investigation (participant observation and interviewing) with young Tunisians. The paper describes how they use Facebook (FB), newspapers, and TV for gaining information and for exchange. By that time, FB was their primary medium for access to political information. They prefer the variety and diversity of user-generated content, they select information, discuss issues among their friends inside FB and with that, co-create meaning and trust. It seems that both traditional censorship in the national mass media and the revolutionary experience have created a unique media landscape among young Tunisians. Facebook still plays a leading role for many in that landscape, but there remains a âdigital divideâ
